The NDP is a public party. It works within a framework of constitutional legitimacy for building Egyptian citizens, organising their efforts and securing their freedom and welfare in an atmosphere of social peace, national unity, social justice and supremacy of law. The NDP strives to win the trust of the electorate to win a majority in general elections with the aim of achieving its objectives and putting its political programs into action.

Article (2): party headquarters

Cairo is the venue of the main headquarters of the party. The party has other headquarters in the other governorates. It is also entitled to establish other branches for its headquarters upon a decision by the General Secretariat.

Article (3): party principles
The NDP basic principles' document is the intellectual framework for the party. This document is endorsed by the general conference of the party. All party units are committed to work within the limits of this document.

Article (4): basic system

The party's General Secretariat draws up the necessary rules for putting this Party structure into action. These principles become functional immediately after the Party's Chairman endorses them. At this moment they come to be called "proper procedures". At the same time, the General Secretariat designs the organisational structure of the party including responsibilities, status and mandates of the various party units. This organisational structure becomes functional after the Chairman of the Party endorses it. The organisational structure remains in action so long as it does not contradict with the party's basic principles.
