| Article (4): basic system
|
|
The party's General Secretariat draws up the necessary rules for putting this
Party structure into action. These principles become functional immediately
after the Party's Chairman endorses them. At this moment they come to be called
"proper procedures". At the same time, the General Secretariat designs the
organisational structure of the party including responsibilities, status and
mandates of the various party units. This organisational structure becomes
functional after the Chairman of the Party endorses it. The organisational
structure remains in action so long as it does not contradict with the party's
basic principles.
